Org adopts resolutions
ITANAGAR, Nov 05: The extended central executive body meeting of All Arunachal Pradesh Unemployed Youth Organisation (AAPUYO) attended by various unemployment related organizations of Arunachal Pradesh was held at Papu village, Naharlagun yesterday.
The meeting discussed various issues related to unemployment and illegal appointments in various departments. It resolved to demand the authority concerned for strict implementation of Recruitment Rule, proper implementation of MGREGA, age relaxation to APST in APPSCE, reservation of job to APST etc. in due course of time and completion of proper setting of the union.

Claiming that such absenteeism greatly hampers office works and creates inconvenience for the public, the organization appealed to the secretary to enquire into the matter and take appropriate action.

AASSATA threatens to go with stir
ITANAGAR, Nov 05: Expressing dismay over the Govt’s failure to fulfill its promises, All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) in a letter to the chief minister has threatened to go ahead with its proposed indefinite strike from December 3 if the high power committee fails to submit its report by November 20 regarding regularization of 2003 batch SSA teachers at one go.
After several failed attempt, it is for the 5th time that the high power committee is going to meet on 15th of this month and expected to submit its report on or before Nov 20, the AASSATA said adding “we will wait for the outcome of the report of the meeting. In case the high power committee fails to submit the report by 20th November, then we will go ahead in accordance with our resolution passed jointly by ASSATA and its federal units on January 28 last for indefinite strike.”
It is worth mentioning here that the state Govt had constituted a high power committee “to examine the implication, financial and otherwise of regularization of services of 2003 batch SSA teachers on February 27 last. But, according to AASSATA, the committee failed to convene its meeting till date. However, finally an order was issued stating that the committee meeting will be held on Nov 15 regarding regularization of SSA teachers.
The demands of the SSA teachers include regularization of 2003 batch SSA teachers at one go, provision of maternity leave and paternity leave at par with regular teachers and release of monthly salary regularly.

Addressing the District level foundation training programme on PR system and decentralized planning, the DC stressed that rural governance and participatory planning is the inherent formula for prospective planning. He also highlighted the role of Panchayats in line departmental programmes.

Orientation workshop for CWC members
ITANAGAR, Nov 05: The National Institute of Public Cooperation and Child Development, Guwahati in collaboration with Department of Women and Child Development, Govt of Arunachal Pradesh has organized a two days orientation workshop for members of child welfare committees (CWCs) at Administrative Training Institute, Naharlagun on Nov 5 and 6.
Speaking on the occasion, Women and Child Development Secretary Hage Khoda briefed about the new scheme ICPS launched by the Ministry of Women and Child Development, GoI.
He said such orientation workshop would educate the members to understand their duties and responsibilities better and will help them discharge their duties meaningfully and fruitfully.
He informed that there is one juvenile home at Pasighat and the proposal for construction of three more juvenile/observation homes has been approved by the govt. of India.
Altogether 16 child welfare committees have been constituted in 16 districts except Longding district.

2 youths injured critically after being hit by Army vehicle
ITANAGAR, Nov 05: Two youths were critically injured when one of the vehicles of an Army convoy hit them in between Tabarijo and Pakarijo near Industrial Training Institute, Dumporijo on November 3 afternoon.
The 4th vehicle of the convoy, which was approaching towards Daporijo, reportedly hit the duo identified as Taniak Nalo, (29) and Tanga Nalo (20). The Army personnel had allegedly thrown away the critically injured persons into the road side jungle after their vehicle hit them, eye witnesses and relatives of the victims told.
Both the injured persons, who were admitted in RK Mission Hospital in a critical condition yesterday, have been battling for their lives.

Capital readies to host NE Youth Fest 2012

ITANAGAR, Nov 05: All preparations are almost over for the 3rd North East Youth Festival 2012 beginning at Sangey Lhaden Sports Academy Complex near here on November 7.
The festival with theme “Youth for Unity” aims to promote rich cultural heritage of various tribes of North Eastern states. “The festival is conceptualized to promote the rich cultural heritage of various tribes and people of North Eastern states, foster national integrity and to know each other better through exchange of culture,” said Director of Sports and Youth Affairs DK Dinglow.
Participants from many states have already started arriving, Dinglow informed, adding that over 1500 participants from 28 states, including eight NE states would be arriving here tomorrow.
Union Minister of State (Independent) for Youth Affairs and Sports Jitendra Singh would inaugurate the Festival on November 7. Besides Chief Minister Nabam Tuki the inaugural function would be attended by Union Secretary of Youth Affairs Nita Chowdhury, Joint Secretary Sarda Ali Khan, Director General of Nehru Yuva Kendra Sangathan Salim Ahmed.

ITANAGAR, Nov 05: Five passengers including the driver were killed and four other sustained grievious injuries when a Tata sumo vehicle in which they were travelling skidded off the road on its way from Yingkiong to Pasighat and fall into a deep gorge near Komkar village, 26 km away from Yingkiong, Upper Siang district at around 8 pm yesterday. Out of nine passengers five died on the spot.
The deceased were identifited as Harjan Singh, Senior Teacher, his wife, Saraj Rawat, (Junior Teacher) both from Govt. Hr. Sec. School Yingkiong who proceed on leave, Ojing Modi (33 years) from Gette Village, Juho Taku (24 years) from Geku and Jotey Chettery driver. The injured persons were indenfied as Obi Sitek from Yingkiong, Ojing Mize from Ruksin, Purno Bahadur Lama and Lek Bahadur Dorjee and admitted to Dirctict Hospital Yingkiong. One of the passengers who received critical injuries was evacuated to Dibrugarh for further treatment, sources informed.
The Deputy Commissioner, L Borang, Talo Jerang EAC and DIPRO rushed to the spot and participated in the rescue operation.
Under the supervision of the Deputy Commissioner the villagers of Komkar village extended full cooperation in recovery of the dead bodies from the deep gorge.The DC appreciated both the villagers and Police personnel for extending their all possible help and volunteer service during the hours of need.
According to one of the injured passengers the accident occurred due to unmindful of driver who was talking on mobile while driving.
The police has registered a case and launched investigation to ascertain the cause of the accident. DIPRO
Suspected poachers nabbed from Biological Park
ITANAGAR, Nov 05: Two suspected poachers were apprehended by night patrolling team from the Biological Park Itanagar near Tiger land yesterday evening. The arrested persons namely Soumitra Sarkar and Debdulal Barik said to be from Sundarban village, district 24 Parganas in West Bengal were caught by the patrolling team led by Raya Flago, RFO along with night guards Gungte Flago and Dilip Sauthal during their routine patrolling at around 5.30 pm, according to an official release.
During interrogation, the arrested persons revealed that they entered the zoo by crossing Dokoso river and climbing the security wall.
Three 3 mobile phones were seized from their possession.
Later, they were handed over to Itanagar Police station for further inquiry.
“Their involvement in the killing of tigress “Oni” on September 24 can not be ruled out,” said Curator of the park Raya Flago, RFO in the release.

Three bear cubs from Arunachal to be released in Assam forests
Kaziranga, Nov 05: Three orphaned bear cubs, raised under human care, were recently moved to Mehao Wildlife Sanctuary in Arunachal Pradesh to prepare them for release into the wild.
The move comes in the wake of efforts to finalise the national conservation and welfare plan for bears.
Two of the cubs were handed over to Agartala zoo officials by locals in Tripura.

The Asiatic black bear (Ursus thibetanus) is one of the four bear species found in India. They are distributed along the Himalayan region and northeast hills, and are threatened particularly by habitat degradation and conflict with people. There are also numerous cases of cubs being picked up by locals after being found alone.

Legal awareness camp for women
ITANAGAR, Nov 05: Nikam Development Foundation (NDF), Sangram in collaboration with Arunachal Pradesh State Commission for Women organized a Legal Awareness camp on “Protection of Women from Domestic violence Act 2005” and “The Child Marriage Prohibition Act 2006” at GHSS Auditorium, Sangram on November 3 sponsored by National Commission for Women (NCW), New Delhi.
The camp was conducted by resource persons from the APSCW headed by its chairperson Gumri Ringu, members Meyo Takuand Yapi Kulo.
The APSCW team expressed concern over the rising cases of violence against women in the society and stressed the need for educating the women about constitutional provisions safeguarding the rights and interests of women.
APSCW Chairperson Ringu sought the cooperation from all sections of the society for protection of women from atrocities and domestic violence.
Ringu Kama, District Protection/Prohibition Officer also spoke and explained in details on Domestic violence Act 2005 and the Child Marriage Prohibition Act 2006. NDF Secretary Tai Gungte thanked the APSCW team for conducting the all important legal awareness camp for the benefit of womenfolk.
The camp was attended by Panchayat leaders, Gaon Burahs and Social Volunteers/NGOs, member of Self Help Groups and students of Sangram Community Development Block.
Public rally against illegal appointments
ITANAGAR, Nov 05: The All Mishmi Students Union (AMSU) today organised a public rally at Tezu town to protest the alleged illegal appointment of 17 SSA teachers in Lohit district during the year 2012.
More than 600 students from various schools and public took part in the protest rally. A memorandum was also submitted to the Deputy Commissioner, Lohit district for termination of the illegally appointed SSA teachers within 15 days failing which, the union threatened to continue more vigorous democratic means of protest. The union said that it had served an ultimatum to the Education Minister and the State Project Director, Sarva Shiksha Abhiyaan, Rajya Mission for termination of all the 17 illegally appointed SSA Teachers on October 17 last.
The appeal to terminate the services of the illegally appointed teachers was endorsed by the Deputy Director of School Education, Lohit district on October 30, AMSU claimed.
Further, a letter requesting the termination of the illegally appointed teachers was also given by the DDSE, Lohit to the State Project Director, SSA. But no action has been initiated till date, the release said.
Cutworms destroy paddy fields in Daring circle
ITANAGAR, Nov 05: The matured rice crops in Daring circle of West Siang district have been largely affected by climbing cutworm (Mythimna separate) causing heavy losses to the farmers.
A team of scientist from ICAR, Basar, which recently inspected various rice fields in the circle, informed that climbing cutworms have mostly infested Deko, Pabin and Khamti varieties of the crop. The same menace is also observed in rice fields of Tapo, Dali, Rilu, Chisi and Pading villages.
The team alarmed the rice growers of the area to take precautionary measures on immatured varieties like Khamti and others to avoid their further infestation. The team recommended spray of Neem Seed Kernal Extract @ 5 % or Neem Oil 0.5 % and installation of light traps.

Alleging financial irregularity in implementing the project, the villagers have said, “Though the implementing agency has already spent the total amount in the project, the water supply system in the area has not been improved”.

Meanwhile, a section of local people led by BJP leader Tamat Jonnom submitted petition to PHED under the provisions of RTI Act,2005 and had substantial information on cost and expenditures against the construction works in Ledum mega project. Detecting some irregularities in the project, they urged the implementing agency not to release security money to the contractors concerned.
But, the officials of PHE department have reasoned escalation of material cost and late release of fund as main cause of delay in completion of the project. They said that the project work was started lately due to a legal dispute in the tender process. Moreover, the devastating flood this year has severely affected the project by damaging water pipelines at river crossing points.
The much hyped projects started in 2007 and its scheduled time of completion was April, 2011. The project came to halt after completion of 90 percent works. However, an additional fund amounting to Rs 2.80 crore under Special Plan Allocation (SPA) was recently released for resumption of the remaining works. The department officials have assured to complete all construction works and to make the project functional within April next year.

Arunachal needs good quality roads
Dear Editor,
Despite the road connectivity works in Arunachal Pradesh started way back in 1972, we are still deprived of good roads and proper road connectivity till date. The Govt of India pumps in huge amount for road construction/renovation in every financial year. Accordingly open tenders are being floated and contractors from other states get the contract works. But the contractors do not maintain quality works and in some cases, they withdraw from the road project without completing it.
Therefore, I request the chief minister to give serious thought on construction of good quality roads in our state with involvement of local contractors.

Cooperatives crucial allies in fight against hunger

The FAO chief said that his Organization was committed to fostering the growth of agricultural cooperatives, including through appointing special ambassadors for cooperatives to spread the word and by developing approaches, guidelines, methodologies and training tools on organizational development and policy support.
He called on his audience to contribute to the global plan of action that will emerge from the International Year of Cooperatives, perhaps by assisting less advanced fellow cooperatives in developing countries.
Pauline Green, President of the International Cooperative Alliance (ICA), also stressed the importance of increased participation of the people in the decision making process.
"Whether you are in the UK, Brazil, Kenya,Thailand or Nepal, cooperatives help to generate employment, boost national economies and reduce poverty," he told.
