Annual sports week ends

ITANAGAR, Nov 05: The week-long 6th Annual Sports Week of Gohen Bam English Academy of Basar concluded today.

Attending valedictory function, Agriculture Development Officer Basar, T. Bam dwelt at length the importance of taking part in co-curricular activities by student for their overall development. He, however, advised the students to give much priority on study. He also appealed the teachers of all the private schools to live up to the society’s expectation by discharging their duty sincerely.

Toli Basar, General Secretary BASCDA asked the students to strictly maintain discipline. He also suggested the parents to take proper care of their wards and monitor their activities closely.

The main attraction of the function was recitation of rhymes by junior students and cultural programme by Soi village girls team. N Dhar the Head of Managing Committee, Hengo Bam, Chairman GB English Academy and K Tian Principal Incharge of the institute also spoke on the occasion.

 

Org adopts resolutions

ITANAGAR, Nov 05: The extended central executive body meeting of All Arunachal Pradesh Unemployed Youth Organisation (AAPUYO) attended by various unemployment related organizations of Arunachal Pradesh was held at Papu village, Naharlagun yesterday.

The meeting discussed various issues related to unemployment and illegal appointments in various departments. It resolved to demand the authority concerned for strict implementation of Recruitment Rule, proper implementation of MGREGA, age relaxation to APST in APPSCE, reservation of job to APST etc. in due course of time and completion of proper setting of the union.

The meeting also renamed AAPUYO as All Arunachal Pradesh Unemployed Union (AAPUU).

 

Put restriction on housie: IMWA

ITANAGAR, Nov 05: Itanagar Market Welfare Association (IMWA) in a representation to the Deputy Commissioner, Capital Complex appealed him to put restriction on housie game in and around capital Complex.

Expressing resentment over forceful selling of housie tickets to the common people particularly to the  business community, the  Association said  Govt should issue housie permit only to recognized organizations in and around capital complex. Despite the state Govt issued order banning all kind of gambling earlier, the  order was  completely violated, it said.

 

Org resents absenteeism

ITANAGAR, Nov 05: All Arunachal Pradesh Youth Organisation (AAPYO) in  a complaint letter to  secretary, (Civil) Hydro Power said that the CE of the hydro power remains absent from his office for many days without  handing over office charge to his subordinate staff.  Claiming that  such absenteeism greatly hampers office works  and creates  inconvenience for the public, the  organization appealed to the  secretary  to enquire into the matter and take appropriate action.

 

Puroik appeals for appointments

ITANAGAR, Nov 05: All Puroik Welfare Society (APWS)  in a letter to the Commissioner, Home, has appealed him to give necessary instruction to higher authorities of police department for appointment of  Puroik candidates who appeared in the APPBn/IRBn constable recruitment test held recently.  All the three candidates from Puroik community who  qualified for the posts of constable should be considered for appointments as per the Govt policy for the welfare of the  Puroik community, the  Society said. It further said that State Govt should implement the cabinet decision passed on Dec 23, 1998 for upliftment of this backward community.

TEZU, Nov 05: Taking note of the employment opportunities in banking sector due to opening of more bank branches in the state, a 3 months coaching program for banking examinations commenced in Indira Gandhi Government College, Tezu yesterday.

Inaugurating the program, Principal B.K. Nath exhorted the participants to make good use of the career coaching program.

AASSATA threatens to go with stir

ITANAGAR, Nov 05: Expressing dismay over the Govt’s failure to  fulfill its promises, All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA)  in a letter to the chief minister has  threatened  to go ahead with its proposed indefinite strike from December 3 if the high power committee fails to submit its report by  November 20 regarding regularization of  2003 batch SSA teachers at one go.

After several failed attempt,  it is for the  5th time  that the high power committee is going to meet on 15th of this month and  expected to submit its report on or before Nov 20, the AASSATA said adding “we will wait for the outcome of the report of the  meeting. In case the high power committee fails to submit the report by 20th November, then we will go ahead in accordance with our resolution passed jointly by ASSATA and its federal units on January  28 last for indefinite strike.”

It is worth mentioning here that the state Govt had constituted a high power committee “to examine the implication, financial and otherwise of regularization of services of 2003 batch SSA teachers on February 27 last. But, according to AASSATA,  the committee failed to convene its meeting till date. However, finally an order was issued stating that the committee meeting will be held on Nov 15 regarding regularization of SSA teachers.

The demands of the SSA teachers include regularization of 2003 batch  SSA teachers at one go, provision of maternity leave and paternity leave at par with regular teachers and release of monthly salary regularly.

 

Training on decentralized planning

ITANAGAR, Nov 05: Bottom up participatory decentralized planning is the cornerstone of Panchayati Raj system, said West Kameng Deputy Commissioner Rinchin Tashi.

Addressing the District level foundation training programme on PR system and decentralized planning, the DC stressed that rural governance and participatory planning is the inherent formula for prospective planning. He also highlighted the role of Panchayats in line departmental programmes.

District Panchayat Development officer and ADC (Hqs) B Dehingia elaborated on 73rd Constitutional Amendment Act,1992 and Arunachal Pradesh Panchayati Raj Act and described the role and responsibility of each tier of Panchayat.

Dr. N. Sahoo, AD-cum Course Director, SIRD, Itanagar highlighted the program contents covering the PR system, decentralized planning and various rural development programs, like MGNREGA,NRLM, IWMP, IAY, PMGSY etc.

DRDA Project Director Tasso Gambo and other delegates highlighted about their programmes.

The training programme is being conducted by SIRD with direct supervision of the district administration.  All the PRIs and line departmental functionaries are participating in the three days program.

 

Orientation workshop for CWC members

ITANAGAR, Nov 05:  The National Institute of Public Cooperation and Child Development, Guwahati in collaboration with Department of Women and Child Development, Govt of Arunachal Pradesh has organized a two days orientation workshop for members of child welfare committees (CWCs) at Administrative Training Institute, Naharlagun  on Nov 5 and 6.

Speaking on the occasion, Women and Child Development Secretary Hage Khoda briefed about the new scheme ICPS launched by the Ministry of Women and Child Development, GoI.

He said such orientation workshop would educate the members to understand their duties and responsibilities better and will help them discharge their duties meaningfully and fruitfully.

He informed that there is one juvenile home at Pasighat and the proposal for construction of three more juvenile/observation homes has been approved by the govt. of India.

Altogether 16 child welfare committees have been constituted in 16 districts except  Longding district.

WCD Director RT Riba and NIPCCD Assistant Director Dr S Barik also spoke on the occasion.

As many as 30 members from various districts participated in the orientation workshop.

 

2 youths injured critically after being hit by Army vehicle

ITANAGAR, Nov 05: Two youths were critically injured when one of the vehicles of an Army convoy hit them in between Tabarijo and Pakarijo near Industrial Training Institute, Dumporijo on November 3 afternoon.

The 4th vehicle of the convoy, which was approaching towards Daporijo, reportedly hit the duo identified as Taniak Nalo, (29) and Tanga Nalo (20). The Army personnel had allegedly thrown away the critically injured persons into the road side jungle after their vehicle hit them, eye witnesses and relatives of the victims told.

Both the injured persons, who were admitted in RK Mission Hospital in a critical condition yesterday, have been battling for their lives.

 

Music legend remembered

ITANAGAR, Nov 05: The first death anniversary of music maestro Dr Bhupen Hazarika was observed at Kristi Kendra Naharlagun today jointly by the Kristi Kendra and Kristi Kendra Music Academy with varous programmes.

Rich floral tributes were paid at the portrait of the Assamese music icon by the people gathered on the occasion.

Candles and earthen lamps were lighted at the premises of Kristi Kendra to mark the occasion, while the artists of Kristi Kendra music academy sung various songs composed by late Dr Hazarika, who passed on this day last year.

Capital readies to host NE Youth Fest 2012

ITANAGAR, Nov 05: All preparations are almost over for the 3rd North East Youth Festival 2012 beginning at Sangey Lhaden Sports Academy Complex near here on November 7.

The festival with theme “Youth for Unity” aims to promote rich cultural heritage of various tribes of North Eastern states. “The festival is conceptualized to promote the rich cultural heritage of various tribes and people of North Eastern states, foster national integrity and to know each other better through exchange of culture,” said Director of Sports and Youth Affairs DK Dinglow.

Participants from many states have already started arriving, Dinglow informed, adding that over 1500 participants from 28 states, including eight NE states would be arriving here tomorrow.

Union Minister of State (Independent) for Youth Affairs and Sports Jitendra Singh would inaugurate the Festival on November 7. Besides Chief Minister Nabam Tuki the inaugural function would be attended by Union Secretary of Youth Affairs Nita Chowdhury, Joint Secretary Sarda Ali Khan, Director General of Nehru Yuva Kendra Sangathan Salim Ahmed.

London Olympics Bronze Medalist MC Mary Kom, Indian Idol fame Amit Paul and ZEE Sa Re Ga Ma Pa fame Debojit Saha would be the start attractions of the mega event besides famous Rock bands from the country and region. Meanwhile, the organizing committee has informed that One Act Play, Folk Songs and Instrumental Guitar competitions would be held in the auditorium of  Dera Natung Govt College while folk Dance and Rock Bands competitions would be held at the main venue at SLSA complex. Cultural displays (non-competitive) by troupes from all the participating states are also being arranged at various educational institutions, including Rajiv Gandhi University, Don Bosco School, Jully etc.  Free transportation facility for the audience is also being arranged from Banderdewa to the festival venue during the  event, Dinglow informed.

 

 

5 dead in tragic road mishap

ITANAGAR, Nov 05: Five passengers including the driver  were killed and four other sustained grievious injuries when a Tata sumo vehicle in which they were travelling skidded off the road on its way from Yingkiong to Pasighat and fall into a deep gorge near Komkar village, 26 km away from Yingkiong,  Upper Siang district at around 8 pm yesterday.  Out of nine passengers five died on the spot.

The deceased were identifited as Harjan Singh, Senior Teacher, his wife, Saraj Rawat, (Junior Teacher) both from Govt. Hr. Sec. School Yingkiong who proceed on leave, Ojing Modi (33 years) from Gette Village, Juho Taku (24 years) from Geku and Jotey Chettery driver. The injured persons were indenfied as Obi Sitek from Yingkiong, Ojing Mize from Ruksin, Purno Bahadur Lama and Lek Bahadur Dorjee and admitted to Dirctict Hospital Yingkiong. One of the passengers who received critical injuries was evacuated to Dibrugarh for further treatment, sources informed.

The Deputy Commissioner, L Borang, Talo Jerang EAC and DIPRO rushed to the spot and participated in the rescue operation.

Under the supervision of the Deputy Commissioner the villagers of Komkar village extended full cooperation in recovery of the dead bodies from the deep gorge.The DC appreciated both the villagers and Police personnel for extending their all possible help and volunteer service during  the hours of need.

According to one of the  injured passengers the accident occurred due to  unmindful of driver who was talking on mobile while driving.

The police has registered a case and launched investigation to ascertain  the cause of the accident. DIPRO

 

 

Suspected poachers nabbed from Biological Park

ITANAGAR, Nov 05: Two suspected poachers were apprehended by night patrolling team from the Biological Park Itanagar near Tiger land yesterday evening. The arrested persons  namely Soumitra Sarkar and Debdulal Barik  said to be from  Sundarban village, district 24 Parganas in West Bengal were caught by the patrolling team led by Raya Flago, RFO along with night guards Gungte Flago and Dilip Sauthal during their routine patrolling at around 5.30 pm, according to an official release.

During interrogation, the arrested persons  revealed that they entered the zoo by crossing Dokoso river and climbing the security wall.

Three 3 mobile phones were seized from their possession.

Later, they were handed over to Itanagar Police station for further inquiry.

“Their involvement in the killing of tigress “Oni” on September 24 can not be ruled out,” said Curator of the park Raya Flago, RFO in the release.

“They have committed offence under section 27 of Wildlife Protection Act, 1972 punishable U/S-51 of the said Act with imprisonment up to 7 years and fine up to Rs 25,000 or both,” the release said.  

On assuming the charge of the Park, the new Curator Raya Flago, RFO has taken several measures to avoid any illegal activities inside the Biological Park, which included, among others, installation of solar light at tiger land, closing down of all unnecessary gates, small openings, repairing of damaged fencings, walls, issuance of arms to the staff on duty, removal of all domestic animals and birds,  prohibition on rearing of domestic animals and birds within the zoo campus, total restriction on entry into Biological Park without permission or ticket, blanket ban on felling trees, collection and removal of any forest produce from the zoo area, day and night patrolling, unannounced checking at intervals, total ban on using or bringing of plastic items inside the Biological Park, maintenance of visitors register along with recording of vital information about visitors, issue of I-cards to all labourers of developmental works engaged by contractors, special register for labourers, who work inside the zoo, their entry and exit to monitor their movement.

 

 

Three bear cubs from Arunachal to be released in Assam forests

Kaziranga, Nov 05: Three orphaned bear cubs, raised under human care, were recently moved to Mehao Wildlife Sanctuary in Arunachal Pradesh to prepare them for release into the wild.

The move comes in the wake of efforts to finalise the national conservation and welfare plan for bears.

Two of the cubs were handed over to Agartala zoo officials by locals in Tripura. While two of the cubs were raised by International Fund for Animal Welfare-Wildlife Trust of India (IFAW-WTI) team at the Centre for Wildlife Rehabilitation and Conservation near Kaziranga National Park in Assam, the third was raised at the Centre for Bear Rehabilitation and Conservation (CBRC) in Pakke Tiger Reserve in Arunachal Pradesh.

Two of the cubs were handed over to Agartala zoo officials by locals in Tripura who found them alone in the wild. The third cub was rescued by the army from a villager at Seppa in East Kameng district of Arunachal Pradesh, and handed over to the CBRC.

“The cubs will be walked in the forests daily,” said Soumya Dasgupta, IFAW-WTI wildlife biologist. “During these accompanied walks, the cubs learn the ways of the forest instinctively. They will be radio-collared and released after six months.”

The Asiatic black bear (Ursus thibetanus) is one of the four bear species found in India. They are distributed along the Himalayan region and northeast hills, and are threatened particularly by habitat degradation and conflict with people. There are also numerous cases of cubs being picked up by locals after being found alone.

IFAW-WTI has rehabilitated 30 orphaned or displaced bear cubs in the wild in northeast India. While many of these cubs were handed over to the forest department and then hand-raised in the CWRC, some of them were also rescued from traders,” said Sunil Kyarong, regional head IFAW-WTI.

 

 

Legal awareness camp for women

ITANAGAR, Nov 05: Nikam Development Foundation (NDF), Sangram in collaboration with Arunachal Pradesh State Commission for Women organized a Legal Awareness camp on “Protection of Women from Domestic violence Act 2005” and “The Child Marriage Prohibition Act 2006” at GHSS Auditorium, Sangram on November 3 sponsored by National Commission for Women (NCW), New Delhi.

The camp was conducted by resource persons from the APSCW headed by its chairperson Gumri Ringu, members Meyo Takuand Yapi Kulo.

The APSCW team expressed concern over the rising cases of violence against women in the society and stressed the need for educating the women about constitutional provisions safeguarding the rights and interests of women.

APSCW Chairperson Ringu sought the cooperation from all sections of the society for protection of women from atrocities and domestic violence.

Ringu Kama, District Protection/Prohibition Officer also spoke and explained in details on Domestic violence Act 2005 and the Child Marriage Prohibition Act 2006.  NDF Secretary Tai Gungte thanked the APSCW team for conducting the all important legal awareness camp for the benefit of womenfolk.

The camp was attended by Panchayat leaders, Gaon Burahs and Social Volunteers/NGOs, member of Self Help Groups and students of Sangram Community Development Block.

 

 

Public rally against illegal appointments

ITANAGAR, Nov 05: The All Mishmi Students Union (AMSU) today organised a public rally at Tezu town to protest the alleged illegal appointment of 17 SSA teachers in Lohit district during the year 2012.

More than 600 students from various schools and public took part in the protest rally.  A memorandum was also submitted to the Deputy Commissioner, Lohit  district for termination of the illegally appointed SSA teachers within 15 days failing which, the union threatened to continue more  vigorous democratic means of protest. The union said that it had served an ultimatum to the Education Minister and the State Project Director, Sarva Shiksha Abhiyaan, Rajya Mission for termination of all the 17 illegally appointed SSA Teachers on October 17 last.

The appeal to terminate the services of the illegally appointed teachers was endorsed by the Deputy Director of School Education, Lohit district on October 30, AMSU claimed.

Further, a letter requesting the termination of the illegally appointed teachers was also given by the DDSE, Lohit to the State Project Director, SSA. But no action has been initiated till date, the release said.

 

 

Cutworms destroy paddy fields in Daring circle

ITANAGAR, Nov 05: The matured rice crops in Daring circle of West Siang district have been largely affected by climbing cutworm (Mythimna separate) causing heavy losses to the farmers.

A team of scientist from ICAR, Basar, which recently inspected various rice fields in the circle, informed that climbing cutworms have mostly infested Deko, Pabin and Khamti varieties of the crop. The same menace is also observed in rice fields of Tapo, Dali, Rilu, Chisi and Pading villages.

The team alarmed the rice growers of the area to take precautionary measures on immatured varieties like Khamti and others to avoid their further infestation. The team recommended spray of Neem Seed Kernal Extract @ 5 % or Neem Oil 0.5 % and installation of light traps.

Application of Chlorpyriphos/Triazophos/Prophenophos @ 1 litre per hectare or as per the availability of dust like Parathion (2%D)/Chlorpyriphos (1%D)/Malathion (5%D)/Quinolphos (1.5%D) @ 25-30 kilogram per hectare have been recommended by the team of scientists in those areas where infestation is very high.

The farmers and persons involved in agricultural activities are advised to regularly monitor their rice fields against the symptoms.

The insects remain hidden during the day time in the base of the hill and in the bunds. They emerge in large scale in the evening after the sunset.

 

 

Mebo-Dhola PWD road in shambles, local MLA inactive

PASIGHAT, Nov 05: The Mebo-Dhola PWD road linking Pasighat with Mebo sub-division in East Siang and parts of Lower Dibang Valley district is lying un-repaired in a dilapidated condition creating hardship to the commuters.

Several breach portions of the road during the last flood has added to the woes of the people.

Mebo-Dhola road is considered lifeline of the villages like Motung, Kiyit, Borguly, Serum, Kongkul, Namsing and greater Mer-Gadum area. The food, medicine, essential items and agricultural products are transported to these areas through this route.

The 36 km stretch of the road is presently in a dilapidated condition with numerous potholes at Mebo, Kiyit, Serum and Kongku portions. The locals said the condition of the road has turned from bad to worse during the last two years for want of maintenance. Moreover, the breached portion at Ngopok and Kongkul are yet to be plugged and vehicles are plying on temporary bamboo and log bridges.

Expressing grave concern over pathetic condition of Mebo-Dhola road, some leading citizens of the area, including local youths, PRI leaders and members of Mebo Block Bharatiya Janata Party (BJP) have sharply criticized their MLA Ralom Borang, for his alleged indifferent attitude on the development issues.

“Our people are aggrieved on the fact that MLA Borang is not taking any step for repairing the Mebo-Dhola road during the three years of his tenure. The MLA has failed to address public grievances and ultimately joined the ruling party only for his political gain”, said Lenjing Pertin, a public leader of Mebo.

According to information available, the North East Council (NEC) under Union Government sanctioned Rs 4.98 crore for “Improvement and Up-gradation of Mebo-Dhola PWD road” in 2007. The NEC fund was meant for maintaining the road for a period of five years (i.e. up to 2012), but, it is alleged that Pasighat Public Work Department (the implementing agency) has not repaired the road for the last three years.

On the other hand, the ongoing bridge construction on Tatsing River between Borguly and Serum is not progressing well. Presently, the villagers of Serum, Kongkul and Namsing and Mer-Gadum areas cross the river on a private-made weak log-bridge on daily payment basis.

 

 

Delay in completion of drinking water project resented

RUKSIN, Nov 05: Inordinate delay in completion of drinking water mega project at Ledum village in Pasighat-West constituency has evoked massive public concern as the Public Health Engineering Department (PHED), Pasighat division, despite of repeated assurance, has miserably failed to supply drinking water to its 19 concerning villages under the constituency.

Alleging financial irregularity in implementing the project, the villagers have said, “Though the implementing agency has already spent the total amount in the project, the water supply system in the area has not been improved”.

Insufficient water supply is compelling the consumers to fetch water from unhygienic water sources, which has resulted in spread of various water-born diseases. It is alleged that huge amount of money out of the released fund has been misappropriated by the department engineers in a fraudulent manner with help of fake vouchers/ bills.

Meanwhile, a section of local people led by BJP leader Tamat Jonnom submitted petition to PHED under the provisions of RTI Act,2005 and had substantial information on cost and expenditures against the construction works in Ledum mega project. Detecting some irregularities in the project, they urged the implementing agency not to release security money to the contractors concerned.

But, the officials of PHE department have reasoned escalation of material cost and late release of fund as main cause of delay in completion of the project. They said that the project work was started lately due to a legal dispute in the tender process. Moreover, the devastating flood this year has severely affected the project by damaging water pipelines at river crossing points.

The much hyped projects started in 2007 and its scheduled time of completion was April, 2011. The project came to halt after completion of 90 percent works. However, an additional fund amounting to Rs 2.80 crore under Special Plan Allocation (SPA) was recently released for resumption of the remaining works. The department officials have assured to complete all construction works and to make the project functional within April next year.

The project will cover 30 villages, if completed, spreading in Ruksin, Bilat and Sille-Oyan circles under Ruksin Sub-division, with a population of more than 16,500.

Please stay at posting places

Dear Editor,

It is found that the officers of various departments in East Kameng  are not attending their offices regularly, not even stay at their posting places. General public are facing lot of difficulties due to non-availability of officers in Govt offices. Moreover, the bills for the contractors have not been released yet due to non-attendance of officers, particularly in important departments like PWD and RWD.

Therefore, I, on behalf of All Puroik Youth Association (APYA)  request the officers and officials to say at their posting places   for well-being of the  people and the district as a whole.

Arunachal needs good quality roads  

Dear Editor,

Despite the road connectivity works in Arunachal Pradesh started way back in 1972, we are still deprived of good roads and proper road connectivity till date. The Govt of India pumps in huge amount for road construction/renovation in every financial year.  Accordingly open tenders are being floated and contractors from other states get the contract works. But the contractors do not maintain quality works  and  in some cases,  they withdraw from the road project without completing it.

Therefore, I request the chief minister to give serious thought on construction of good quality roads in our state with involvement of  local contractors.

Small-scale food producers can gain access to local and global markets with the help of cooperatives, says FAO.  One of the only chances small-scale food producers have to gain competitive access to local and global markets is by banding together in cooperatives, FAO Director-General José Graziano da Silva told a meeting of the World Cooperatives Congress in Manchester. He said that Cooperatives follow core values and principles that are critical to doing business in an equitable manner that seeks to empower and benefits its members and the community. In the case of agriculture, the cooperative business model helps small- and medium-scale farmers, fishers and others add value to their production and gain access to markets. Many food producers, through their cooperatives, are now even taking part in policy-making discussions that affect their lives.

The FAO chief said that his Organization was committed to fostering the growth of agricultural cooperatives, including through appointing special ambassadors for cooperatives to spread the word and by developing approaches, guidelines, methodologies and training tools on organizational development and policy support.

He called on his audience to contribute to the global plan of action that will emerge from the International Year of Cooperatives, perhaps by assisting less advanced fellow cooperatives in developing countries.

Pauline Green, President of the International Cooperative Alliance (ICA), also stressed the importance of increased participation of the people in the decision making process.

"Whether you are in the UK, Brazil, Kenya,Thailand or Nepal, cooperatives help to generate employment, boost national economies and reduce poverty," he told.
